I've been a doctor for 16 years and what you have posted here is what it seems. Since he was intubated doctor thought it was downtime in innitiate ACLS guidelines. Since this was a rural area might have been a few minutes to obtain a transport unit to respond to the scene. Do not know where they are, but here in my state protocols are such that after 20 minutes ACLS, without changing the medical response may contact medical control for permission to suspend the measures to continue as a case.
