How can I not brake coyright rules?

ok, I am trying to design shirts with awesome vector graphics and stuff but I can’t seem to find sites that don’t have major copyright crap stuck to it….I did find one or two things that was completely copyright free but I need more!!! {and I don’t know how to create my own and I can’t download anything}
