Does anyone know a good free software program that is good to design pictures to put on t-shirts?

I want to make some tshirts with personalised designs on them, I have the special paper that allows you print on and then iron transfer to a t-shirt but I need some help to design what to put on the tshirts?

you could try illustrator programs and edit with image editors later,
