Why can not get any money back after using a gift card?

I went to Old Navy the other day. My gift card was $ 20 and brought me two shirts and a handbag. My balance was $ 1.33. I asked the cashier my money, but said he did not do it again. Remember me my money back a couple of years ago. I've noticed that you have to use the gift card until your past and you can not get any change. What will I but at Old Navy for $ 1.33, is ridiculous!

Retailers try to make the most money as possible – gift cards are a gold mine! Think of all the lost – or never used gift cards! In taking you past 37 cents on your next purchase, the company makes more money. Solution: everything the world must stop giving gift cards / certificates. And those who overcome? What a racket!
