Can you cut a shirt fabric is Rayon?

I'm ordering a shirt online from the UK and is a size 10/12 and I am a small size / 0 in the U.S., so im not sure if you are too big. He says he's made of rayon fabric, so I wanted to know if it is possible to reduce if too large?

In a class of textiles, I learned that Rayon is reduced each time you put in the dryer (especially rayon, 100%) — so you usually should not put in the dryer. As must be able to reduce it! Also – a size of 10/12 in the UK is a small / medium.
