How can I cut a t shirt into a loose hip tank top?

I have some old t shirts I want to cut, but attempted at this look http://www.forever21.com/images/large/65301100-02.jpg

The problem is, these are tanks and not cut t-shirts.
Your best bet is to always start with less cutting and try it on often. If it isn’t right cut a tiny bit more, then try it on again. If you just go at it, without trying it on, it will come out weird.
Keep parts of the cut off bits to create the knots in the straps.
