In order for it to look right you need a shirt made out of a stretch knit. It won’t look right with just ANY fabric. Knit fabric will naturally roll up.
You would just cut horizontally, and depending on the size you want the hole, take that much out. You can just start by cutting a line, and cut more and more out until you like the way it looks.
